PSATS applauds Governor for loosening Township bid requirements

Governor Tom Corbett signed and approved yesterday House Bill 278, now Act 84 of 2011, which amended the Pennsylvania Second Class Township Code so as to raise the threshold for which a Township must advertise and solicit bids for contracts.

With this change, Townships may award contracts under $18,500 without advertisement. Contracts in the amount of $10,000 to $18,500 require 3 attempted solicitations which may be accomplished by telephone. Contracts under 10K require even less concern.

PSATS, a taxpayer funded organization charged with over billing the State, applauded the move. Citing savings in advertising expenses, PSATS urged . . . common-sense legislation that would save municipalities statewide hundreds of thousands of tax dollars a year - money that could be put to better use in Pennsylvania's communities.

Hmmmm.

Meanwhile the Pennsylvania State Ethic Commissions continues to investigate violations in public contracting and procurement. To wit, five of the twelve 2011 adjudications involving restricted activities dealt with officials circumventing the bidding process so as to award public contracts to themselves or to their immediate family members and family affiliated companies.
